COMMENTARY

Taking into consideration people in pastoral systems. This activity is part of a strategy based on the premise that educational services in pastoral areas have so far been inaccessible to pastoralists because they have been provided without taking into consideration the livelihood and lifestyle of people in pastoral systems. The focus of this activity – strengthening coordination and the participation of stakeholders – is to be understood in light of this premise. For example, coordinating ‘activities that are undertaken in the education sector by government, non-governmental organizations, and the community’ means coordination aimed at finally securing service accessibility by taking into consideration the livelihood and lifestyle of people in pastoral systems. Similarly, strengthening ‘collaborative work … to help implement problem solving projects to make pastoralists beneficiaries’ refers to collaboration between stakeholders for finding ways of securing the accessibility of the educational service by taking into consideration the livelihood and lifestyle of people in pastoral systems.
