Policy Issue 2: Expansion of infrastructure in pastoral areas that takes the livelihood and income source of pastoralists into account (p.51) 

Earlier on this is worded as ‘Expanding social and economic infrastructure and urban areas together with industry to modernize the life of pastoralists’ (p.32).

This policy issue gathers strategies concerned with education, health, and infrastructure (especially roads and urban development), and the coordination of industrial development.

There are four sectoral strategies:

2.1  Increasing accessibility of quality health services in pastoral areas.

2.2  Increasing accessibility of quality education services in pastoral areas.

2.3  Expanding pastoral urban areas integrating them with industry.

2.4  Expanding infrastructure development activities in line with pastoral ways of life and sources of income.
