c. Continuous implementation capacity building (p.74)

This activity focuses on ‘capacity building institutions’.

It consists of ‘creating, strengthening, and expanding education and training institutions, research and study organizations, and consulting institutions in pastoral areas’; this is aimed at ‘continuously producing capable human resources and improving working procedures and organizational arrangements’.
