This activity focuses on expanding town-based manufacturing and industry and creating industrial parks in major cities.

It consists of:

• expanding ‘manufacturing, especially agro processing industries that process animal products’;
• organizing ‘the educated youth … [so that they can] be involved in this sector’;
• establishing ‘industrial parks … that use local products as input’ ‘in major cities in [pastoral] areas’;
• making industrial parks ‘available to local youth and investors through rental arrangements’;
• establishing (‘on first come first served basis’) ‘micro and small enterprises, like wood works [sic] and metal shops’.
