d. Expand hydro power and alternative energy development (p.41)

This activity focuses on using pastoral areas for energy development.

It consists of:

  • ‘finalizing study and design of hydro power projects and ensure that they will be in a position to be used for any type of building at any time’;
  • preparing and implementing short, medium, long term power generation program suitable to pastoral areas’;
  • developing ‘alternative and renewable energy sources (sun, wind, biogas, geothermal, etc.,) … in pastoral areas;
  • organizing ‘pastoral associations … to ensure access to and fair share of resources’.

COMMENTARY

‘Our’ water resources in pastoral areas. These words, which open the description of this implementation activity, are revealing of the perspective from which it is conceived: ‘Our water resources in pastoral areas shall be developed effectively and sustainably so that it [sic] satisfies the need of pastoralists and the nation at large’ (p.41). This perspective seems far from the consideration, in the general description of Sectoral Strategy 2, that ‘The main problem is that in pastoral areas, sufficient and quality water for humans and animals is not available’. Surely, if the available water in pastoral areas is already insufficient, using it for satisfying the needs ‘of the nation at large’ cannot also help pastoralists.
