Four sectoral strategies:
1.1 Maximizing animal productivity and ensuring an increase in benefits for pastoralists.
1.2 Improving water resources development and administration in order to maximize benefits for pastoralists.
1.3 Expanding the agricultural activities of pastoralists in tandem with modern soil and water conservation practices.
1.4 Conducting a pre-planned and well-organized voluntary commune program in order to ensure that pastoralists are beneficiaries of settled life.
