d. Solving good governance problems (p.70)

This activity focuses on ensuring good governance in pastoral areas.

It consists of:

  • creating ‘systems that enable the people to demand government services to be efficient and effective so that the people will access quality services of the required amount’;
  • creating access to information ‘so that pastoralists can understand government working procedures and contribute their part’ (presumably, towards solving governance problems);
  • ensuring transparency of working procedures with regard to government policies, strategies, and laws and their implementation, plans and their implementation, and budget allocation and implementation;
  • setting up a system of accountability to ensure that ‘executive organs and the judiciary, leaders and professionals properly do their jobs’;
  • providing pastoralists with ‘efficient and judicious public services that are free from corruption, rent seeking practices and partiality’.
