COMMENTARY

A meaning that is fully disclosed only in light of the two previous objectives. On its own, this specific objective remains vague. In order to become fully clear, it needs to be read in light of the previous two. The first policy objective is to center pastoral development on pastoralism. This is explicitly a change of approach, away from the mistakes of the past. Objective (b) is to revise the legacy of policies and strategies in this light so as to secure coherence with the new approach. Following from this, Specific Objective (c) is to secure the coordination of efforts between government (acting in line with the objectives of its own policy) and non-government pastoral development actors. The ‘common goal’ mentioned at the end of this objective does not need specifying because it has already been stated under Specific Objective (a) and repeated in Specific Objective (b): centering pastoral development on pastoralism.

Specific Objective (c), as understood in light of the previous two specific objectives, is contradicted by the policy Pillars.
