The report “Retrospective assessment of pastoral policies in Ethiopia, 1991–2008” (2010, 30pp) by Peter Little et al was the first report in a series of four papers on pastoral economic growth and development in Ethiopia that was commissioned by the Department for International Development (DfID) at the request of the Government of Ethiopia. This report reviews the evolution of policies of the Ethiopian Government related to pastoral areas and economies, with special attention to the period since 2000, when government efforts related to pastoralism were stepped up. The review is based mainly on documents; interviews with people from government, NGOs, donor, research and the private sector in 2009; findings of 12 background papers commissioned by the policy-assessment project; and the authors’ prior research experience in pastoral areas in Eastern Africa. The authors found a strong discrepancy between written and practised policy in Ethiopia.
