The ,ission of the Pastoral and Environmental Network in the Horn ofAfrica (PENHA) is to reduce poverty among the pastoralists in the Horn of Africa through the empowerment of communities and to foster sustainable and dignified livelihoods based on both livestock and non-livestock sources.

CELEP is managed by an elected European Focal Point, currently at VSF-Belgium, an Eastern African Focal Point, currently at RECONCILE, Kenya, and a Core Group. The 2022-2023 Core Group is composed of the European members Agrecol Association (Germany), International Institute for Environment and Development (UK) and VSF-Belgium; the Eastern African partners DADO Uganda, Pastoralist Forum Ethiopia, PENHA Somali and RECONCILE Kenya; and the International Union for Conservation of Nature (IUCN).
