The Drylands Learning and Capacity Building Initiative (DLCI) promotes improved policy and practice in drylands area by encouraging development actors to document and disseminate their learning and advocate for improved policy and practice. It is increasingly focusing on capacity building of citizens and local governments in the Horn of Africa.

CELEP is managed by an elected European Focal Point, currently at VSF-Belgium, an Eastern African Focal Point, currently at RECONCILE, Kenya, and a Core Group. The 2022-2023 Core Group is composed of the European members Agrecol Association (Germany), International Institute for Environment and Development (UK) and VSF-Belgium; the Eastern African partners DADO Uganda, Pastoralist Forum Ethiopia, PENHA Somali and RECONCILE Kenya; and the International Union for Conservation of Nature (IUCN).
